The Sub-Commission will meet as usual for four weeks in August to discuss human rights issues and country situations. The UK member, Professor Claire Palley, called on HRPD last week.

Professor Palley, like all members of the Sub-Commission, serves in her individual capacity as an independent expert. She safeguards this independence fiercely, as other members of the Sub-Commission are always quick to criticise anyone seen as working too closely with their national government. Last year her conclusions on Northern Ireland were mis-reported in the UK press before she had made them in public session. To avoid this happening again, she gave HRPD some idea of what she proposes to say this year, both on Hong Kong and on Northern Ireland. She has promised to try to let us know in advance when she will speak (second or third week of August), and to let us have more details just before speaking.

Professor Palley considers that the agreement between the UK and China does not respect the right of the citizens of Hong Kong to self-determination, as enshrined in the International Covenants on Civil and Political and Economic, Social and Cultural Rights. She will express the hope that, if HMG will not allow all citizens of Hong Kong UK citizenship, it will at least accept them as refugees. (Comment: for one who claims that she will be keeping a low profile in her last year before she comes up for re-election, this sounds pretty controversial.)

Northern Ireland

4. Professor Palley does not intend to condemn the practice of refusing lawyers access during interrogations, nor of refusing to video interrogations. She will welcome Louis Blom-Cooper's appointment. She will

suggest that the RUC would benefit from more exchanges with the mainland police, to compare practices.
