Overall Impression

Both HKMAO and QU apparently attach much

importance to the training course, which they consider to

have great significance for a smooth transition in 1997.

HKMAO were careful to ensure that China is

seen

to

be

responding

to

the initiative of the Hong Kong Government

(HKG), so as

to

avoid possible misunderstanding in Hong

Kong. However, Wang Fengchao of HKMAO assured SCS that

both HKMAO and NCNA were fully supportive of the proposal

and would give assistance when necessary.
