I thought you and Robert Culshaw might find it useful to have a set of basic bull points on the main Hong Kong issues as a basis for preparing material for the Secretary of State's media appearances following the Qian bilateral. You will of course need to weave in impressions of how the meeting has gone. I have also included a couple of points on press freedom and, Ming Pao incident.
