SECRETARY OF STATE'S VISIT TO UNGA 48: POSSIBLE BILATERALS

Your circular minute to Assistants of 13 August refers.

I confirm that we wish formally to record the need for a bilateral with the Chinese Foreign Minister in the margins of UNGA 48. The Secretary of State agreed in principle at his meeting with Qian Qichen on 9 July, that they should meet again at UNGA. The Chinese have proposed 1 October for this meeting. I understand that, at present, there are no existing appointments, apart from a probable P5 lunch. I should like strongly to recommend that we accede to the Chinese request.

You will wish to take account of Mr Hum's minute to Mr Fry of 13 August (attached for ease of reference) which registers the need for substantial time-slot and for the meeting to take place in an appropriate setting (ie not the Delegation Office in the UN building).
