BEGINS

I have been in touch with officials in London about a possible working visit by the Secretary of State. We think that in practical terms a stopover could be feasible. We do think that there could be a role for the two Foreign Ministers to take stock of progress in our talks and consider together the way ahead.

But such a meeting must come at the right time, and we think it essential that all the ideas of the two sides should be onthe table before it takes place. Otherwise the picture will not be clear, and when British Ministers meet to review the position on 1 July they will not know where they stand.

We therefore hope that by the time of that meeting Ministers can have a clear picture of Chinese ideas on all the points at issue. This would help them reach the necessary conclusions. A further round of talks in advance of 9 July would also help to prepare the ground.
