requirements, so that negotiators can concentrate

on what is important.

I will be arquing for Hong Kong's interests. This

must be paramount. Will be accompanied by Michael Sze, Secretary for Constitutional Affairs in the Hong Kong Government.

Will be going briefly to Hong Kong after Peking.

Will want to report to ExCo and discuss with Governor. Throughout this exercise, closest

coordination between London and Hong Kong: intend to keep it that way.

Two points of fundamental importance for us:

Election arrangements for 1994/95 which are

open, fair and acceptable to the people of

Hong Kong.

Genuine through train. On that we need

clear, objective criteria.

A number of other important issues of interest to

the UK and China to discuss with the Chinese

Foreign Minister, (as fellow Permanent Members of the

UN Security Council), including the issue of

non-proliferation in particular the position of

North Korea, and the Former Yugoslav Republic.

Also expect to touch on the recent report on human

rights in China by Lord Howe, and Tibet.
