We are seeking Chinese agreement to an announcement of the visit on 2 July. If agreed, News Department would make the

usual brief factual announcement. I understand that the Secretary of State intends to give a number of interviews to give the right spin. I submit a draft line to take which has been agreed by FED, News Department and the Governor's team. We will ensure that the Governor has a copy for use in Hong Kong after his return on 3 July.
