1. Many thanks for your prompt views in TURs.

2. We discussed how to handle this point at a meeting of officials (including Sir Robin McLaren) in advance of the Secretary of State's office meeting. We concluded that we should not put to the Chinese in advance of the visit the idea of settling the Central Wanchai Reclamation (CWR) during the Secretary of State's visit. We agreed that this would give the issue undue prominence and might lead the Chinese to conclude that we were anxious to secure their agreement and hence that we might be prepared to pay some price for it. But we also agreed (and the Secretary of State subsequently confirmed) that he should raise the airport in general terms during his visit, and that we should make a low-key reference to the CWR in the course of that. If the Chinese decided to give agreement to that as a bonne bouche all well and good. If not, the Secretary of State should not press for it.

This line is reflected in the revised points to make on the airport, which I am faxing to you and other addressees this evening.
