You should say that I hope it will be possible for Qian
to attend the meeting in New York, and refer to the commitment in the Memorandum of Understanding, signed by the two Prime
Ministers in Peking in September 1991, in which we undertook that the two Foreign Ministers would meet twice a year.
You should
say that I envisage a meeting covering Hong Kong, bilateral and
international issues: that I suggest we set aside 90 minutes in
full order to have a further discussion: and that given the likely
timetable on 21 May, the best option appears to be to meet on the
evening of 20 May if it is possible for Qian to get to New York
in time for that.
