SECRETARY OF STATE'S SIX MONTHLY MEETING WITH QIAN QICHEN
1. Thank you for your letter of 11 May.
2. I have discussed your idea of handing over an updated version of the Work Plan with Tony Galsworthy and the HKG. We doubt whether it would be appropriate for the Secretary of State to hand over the Work Plan to Qian. This is a working document which should in our view be dealt with at JLG level.
case, he could hardly hand over the document "cold": he would need to introduce it in some way, and this would take up valuable time which could be better devoted to other more important and pressing matters.

We recommend that the Secretary of State should stress the need for a full resumption of JLG work across the board, highlighting two or three key areas, such as ASAs, Franchises and Defence Lands. For your briefing purposes (but not to be handed over to the Chinese) I attach an updated version of the "outstanding issues" paper, which gives a clear account of the nature and extent of the backlog.
