UN SECURITY COUNCIL MEETING AT FOREIGN MINISTER LEVEL: BILATERAL WITH THE CHINESE FOREIGN MINISTER
Problem
1. There are now stronger prospects that the Security Council meeting at Foreign Minister level will take place on 21 May. If it firms up, and if the Chinese Foreign Minister attends (which is not certain), should we propose a bilateral in the margins with Qian?
Recommendation
2. (i) That we should do so, even though the bilateral would then take place at the same time as the opening of the third round of the Hong Kong talks in Peking.
(ii) That we should propose soon to the Chinese side a 90 minute meeting covering Hong Kong, bilateral and international issues. The best timing would be after the Security Council concludes, ie early evening on 21 May, or slightly earlier if the Council finishes after lunch.
3. I submit a draft telegram. This advice reflects the views of HKD and FED. We have also consulted the Governor and the Embassy in Peking, who agree.
Argument
4.
A meeting on or about 21 May is not ideal from the point of view of doing useful business on Hong Kong, given that the third round of talks in Peking will be held from 21 to 23 May. But we and the Governor consider that if the Security Council meeting does take place, it would not be understood in Hong Kong if we missed the opportunity for a bilateral with Qian. There is unlikely to be another equally convenient one this side of the summer break.
