SECRETARY OF STATE'S BILATERAL WITH CHINESE FOREIGN MINISTER: 21 MAY

1. We are sending a telegram to Peking this evening explaining that the Secretary of State would like to have a brief meeting with Qian in the margins of the 21 May meeting, if Qian attends. We will therefore need a very condensed check-list (suitable at a pinch for a meeting of 15-20 minutes). This will need to leave room to touch on FED subjects. I enclose a check-list of the sort of length I think is required. It includes the formula on a "new step" proposed in a further telegram we are sending this evening. Grateful for any comments to John Morris by close of play your time on 18 May please.
