Bilateral with Chinese Foreign Minister

The Secretary of State was grateful for your minute of 24 May.

He is entirely happy with your advice and agrees that we should keep open the possibility of a bilateral in Peking on 9 July, while making no approach to the Chinese Government for the time being.

We should look at this again following the next round. of talks on Hong Kong. We should presumably approach the Chinese in the third week of June or so if we are not to risk leaving it too late to fix.
