On the question of dates for forthcoming rounds, since we are still keeping open the option of a Secretary of State visit on 9/10 July, we should clearly avoid any commitment to a round on those dates in advance of OPD (K). The best dates for the Seventh Round would therefore be in the period 5-8 July. Failing that, we would have to settle for a round in the week beginning 12 July, even though I realise that this would mean your missing the Heads of Mission Conference.
5. On dates for the Eight Round, we agree that you should try to get these nailed down in advance and that the period 20-22 July Looks the best bet. Subject to the Governor's views, I see no difficulty with your saying to Jiang Enzhu that we are thinking in terms of a recess after the Eighth Round. But I agree that it would be wise not to make any firm proposals on this until after OPD (K).
