The analysis of Qian Qichen's role is important in the assessment which the Secretary of State will need to make on whether to meet Qian Qichen in the spring, and if so where and when he should meet him. On this subject, the Secretary of State remains cautious about going to Peking in March or April given the chances of a run-around from the Chinese. There is, however, the Whit Recess (28 May 7 June). Would developments in Hong Kong have by then moved on, to the point where a visit to Peking made more sense?
