HK PARTICIPATION IN THE EXECUTIVE COUNCIL OF THE UNIVERSAL POSTAL UNION (UPU)

1. We have been told by the Department of Trade and Industry that they have been approached by the Hong Kong post office to ask whether they might attend the forthcoming meeting of the Executive Council of the UPU which takes place in Berne from 26 April to 4 May. DTI have passed the agenda of the meeting to the HK Post Office and are awaiting their views as to whether they would wish to attend. I should be grateful for your thought son this. While there appears to be no constitutional reason why Hong Kong could not attend as part of the UK delegation I should be interested to know what precisely was agreed with the Chinese side when the IRO sub-group discussed HK's participation in the UPU.
