REQUEST FROM HONG KONG TO ATTEND EXECUTIVE COUNCIL OF UPU

You will recall that I wrote to you on 22 March about the request we have received from Hong Kong to join the UK delegation for part of the forthcoming meeting of the Executive Council of the UPU. At the time of writing, we had not heard which meetings this was likely to involve.

I have today received a fax, a copy of which I attach, letting me know that Hong Kong wish to attend three meeting in addition to the two open meetings to which they have received an invitaion in their own right. These involve working parties on Terminal Dues (an important technical subject which concerns the amount which postal administrations pay each other for the exchange of mail between them) and a Committee meeting which will take place during the next week and cover the same subject.

Since Hong Kong are planning to attend an open meeting on 27 April, there is not much time left for us to make the necessary arrangements. I should therefore be grateful to receive your advice as soon as possible, particularly, if you see any problem with what they are proposing. If the decision is to go ahead, I would presumably need, as a matter of curtesy, if nothing else to get clearance from the respective Chairmen of the meetings.
