1. I enclose a copy of DTI's report of this meeting. I thought you would be particularly interested in paragraphs 12 and 13. DTI do not wish this to be shown to the Postmaster -General ( for obvious reasons) but I would be grateful if someone in ESB could be asked to make the points in paragraph 13 to him. As you know there is occasionally resistance in other government departments in the UK to Hong Kong's participation on its own in international organisations, petty disputes over status do not help.
