RATIFICATION OF THE CLIMATE CHANGE CONVENTION: HONG KONG

1. I would be grateful if you could look at the papers concerning the possible inclusion of Hong Kong in the UK's ratification of the Climate Change Convention. I am attaching :-

2) a copy of the Convention text

b) a descriptive note on the Convention

c) the letter sent to the dependencies

d) Hong Kong's letter of 20 January

2. The issue on which I would welcome your advice is set out in paragraph 3 of Hong Kong's letter and concerns Hong Kong's status under the convention before and after 1997.
