4. We do not anticipate a strongly adverse reaction from the PRC. We shall tell the Chinese Embassy in a low-key way what we plan to do, once all the outstanding administrative tasks are completed. The timing has been chosen with their possible sensitivities in
mind. By making the change effective from 15 October we would avoid both the PRC and Taiwan National Days (1 and 10 October respectively) and come after the Governor of Hong Kong's policy speech on 6 October.
5. In Taiwan, we would aim to get some credit for this further upgrading of our office. Mr Needham and the Foreign Affairs Committee are to visit Taiwan shortly after 15 October and their
programmes could include a reception in Taipei to celebrate the
change of name.
