Many thanks for your fax of 12 November about the vipa application that you have had from Lee Sheng Feng.

In view of his previous behaviour, I can see no grounds for granting a multi-entry visa to Lee. He has already transgressed and there is no reason to believe he will not do so again. Moreover, it would hurt relations with Taiwanese government officials, who receive only single-entry visas and who invariably cause us no embarrassment, since there is a chance that Lee Sheng Feng would use the granting of a multi-entry visa for political purposes here.

I think you are right in being suspicious of his intentions. He is, in fact, rather an odd fish. Although he is an ethnic Taiwanese, he is very much on the right wing of the KMT, giving strong support to the Mainlander cause. He has thus become an object of some distrust, and even loathing in the Tainan area where he held a legislative seat for two terms and lost in the KMT party primaries last year. He decided, probably wisely, not to run for the election independently in the December 1992 parliamentary election.

As you know, he is one of the seven NKMTA leaders who left the KMT this summer to form the Chinese New Party. He is one of three candidates for the Taipei County chief seat in the 27 November local elections and is expected to come in a distant third. He is, in fact, a "spoiler" candidate running to damage the KMT's chances; the seat is currently held by the DPF.
