VISAS: LEE SHENG FENG AND JAW SHAU-KONG

Thank you for your letter of 1 December to Philip Morrice about the visa applications from the two abovenamed individuals.

2. We have been unable to contact Lee Sheng Feng, who will be in the United States until around 10 December. We have left messages for him to contact us, and will follow up early next week.

3. Jaw Shaw-kong returned our telephone call on 7 December and said simply that he wanted to visit Hong Kong for "shopping and tourism", and nothing else. He did not intend to engage in any political activity while there and said he understood our concerns. He also claimed to be unaware that his colleague Lee Sheng Feng had also applied for a visa and said that there was no connection between their intended visits.

4. As a vociferous critic of President Lee, ringleader of the New KMT Alliance and now head of the Chinese New Party, Jaw's political background is similar to that of Lee Sheng Feng. However, Jaw is of mainland Chinese extraction and, although he is outspoken, is somewhat more mature and dignified in the way he operates. In 1992, he served for a short period in Hau Pei-tsun's cabinet as Director of the Environmental Protection Administation, where he distinguished himself by forcing state-run factories to shut down for polluting the environment. He is undeniably popular, having won more votes than any other candidate in two parliamentary elections. He is expected to run for the post of Taipei City Mayor next year and stands a good chance of winning.
