passport issuing time. Perceieved delay has been a constant cause of complaint from Taiwan. While we are aware that in case of urgency a passport can be issued in one or two days by personal application i in Hong Kong, the response to postal applications falls far short of what is the norm at all diplomatic posts. Properly completed and documented application are now dealt with within a maximum of 5 working days of receipt in accordance with Citizens Charter targets. Would Hong Kong please say if it could achieve this turnaround for all postal applicants from Taiwan or at least all British citizens and non-Hong Kong belongers who hold other British passports.

We believe these changes can be defended on grounds that:

discrimination between various type of passport holders cannot be justified

number of applications now being received is beyond ATTC resources to deal with

postal or courier application system workds well in eg US and Australia where passport issuing is centralised issuing time has been greatly reduced (subject to Hong Kong agreeing)

- applicants must use opportunities which arise for

personal renewal elsewhere

-

nothing to stop short life passports being renewed before arrival in Taiwan.
