1. The Minister has seen Mr Fry's submission of 18 May and Mr Hum's minute of 19 recommendations in Mr Fry's paper. In particular, he is content with the idea (paragraph llc) of his having unofficial contact on neutral ground with the Taiwainese. He would, however, need to look carefully at any specific proposal (eg for contact during the forthcoming visit of the Taiwainese Parliamentary Delegation in July) nearer the time. The state of play on our negotiations with the Chinese over Hong Kong would clearly be a relevant consideration.
