TAIWAN: LADY THATCHER'S LUNCH FOR TAIWAN TRADE MISSION

1.

I agree, on balance, with Mr Fry's

recommendation that Mr Goodlad should not attend the lunch. I think the time has come for us to engineer some contact between Mr Goodlad and Taiwanese representatives: but this would be a risky and potentially high-profile occasion.

2.

There is however a case for FCO representation at the lunch. This would be a helpful signal of our goodwill towards the Taiwan Trade Mission. It is helpful that the lunch is taking place on neutral territory with a non-ministerial host. I understand that Sir J Coles may not be available on 1 July:

otherwise this would be a good occasion to launch him on the Taiwan scene. Failing that I would be happy to attend the lunch, if Mr Goodlad is content and Lady Thatcher is prepared to have me.
