TAIWAN HONG KONG RELATIONS

1. I believe that Jason Hu is being disingenuous in suggesting that Mr Morrice should discuss the Taiwanese office in Hong Kong with the incoming Premier "to ensure that the Taiwanese Government's understanding of the delicacy of our position" continues after Premier Hau. The Taiwanese would love to be discussing our relations with the Chinese over Hong Kong at that sort of level.

2. I attach copies of the two TURS to ATTC telno 9. I do not believe that Hong Kong feel very strongly about the naming of the Taiwanese Office. HK telno 2776 says "ideally a name like Pacific Foundation (HK) would be best". In my view it would be raising the profile of this issue far too highly to raise it between the de facto Ambassador and the Premier. I would therefore recommend first taking Morrice's option c), returning to argue the point with Hu, and if necessary moving on to b), raising the matter with the Mainland Affairs Commission.
