STATUS OF ATEC AND A NEW NAME FOR ATTC/ATEC, TAIWAN
1.
I was grateful for Mr Morris' minute of 15 June about the first meeting of the new ATEC Policy Board. am glad that we can now put into effect our ideas for bringing together ATEC and ATTC into an organisation with a new title.
2.
I am broadly content with what Mr Morris proposes for the next steps. It seems to me that these need to cover three areas:
(i)
Timetable and critical path. It would
be helpful if you could now list the remaining steps that need to be taken, leading up to the change of name for the Taiwan offices. These will need to include:
notification to the Taiwanese in Taipei and London. (I mentioned to Dr Chien on 16 June that we planned to bring our offices in Taipei more closely together, just as he is doing in London);
notification to the Chinese. I agree that it would be sensible to give the Chinese Embassy advance warning, in a low key way at working level;
discussion with the DTI and ATTC London.
We ought now also to fix a target date for the change of name. This will need to take into account developments on a number of other fronts. It would be sensible if the change of name could take place while our talks with the Chinese on Hong Kong are in recess (ie in late July or August). But Mr Morrice may well want to be present in Taipei when the change happens, so that he can mark the occasion suitably.
