1. The event at which Mr Goodlad spoke was the Chinese Conservative Group Association's New Year reception. This was a private, not a public function. The Minister drew heavily on a speech drafted by FED (copy follows).

2. It is not clear how the Sing Tao Daily got hold of this story; either they had someone at the reception or spoke afterwards to someone who was there. News Department subsequently had an enquiry from another Hong Kong newspaper. They used the line in PS/Mr Goodlad's minute of 28 January (copy also follows).
