(e) Permit subject to our existing global criteria the
direct export of internal security equipment destined
for the civil authorities in Taiwan.
NOTES
In either (a), (b) or (c), where equipment is licenseable but judged not to be significant, an export license would also depend on the UK firm giving undertakings
to minimise publicity about its involvement in that
particular business with Taiwan.
In (c) an export license would also depend on the
arrangement with the third country licensee or manufacturer
being part fo a wider commercial deal and not
Taiwan-specific.
The definition of "significant" is inevitably difficult
and can never be exact. In the context of defence sales to
Taiwan, the main criterion for judging significance must be
the degree of sensitivity aroused in the PRC. Major weapons platforms are clearly excluded. These not only have a high
