public line to take, we must assume that this would be spotted by the Chinese, who follow our attitude towards Taiwan very closely.

I conclude with some regret that given the present delicate state of affairs we would be better advised not to take these risks. Once we are over the most acute phase of our difficulties with China, the balance of argument might well change. I suggest therefore that while we should take no action at present to change the Guidelines we should review the position in a further six months.
