We reported in our telno 1621 that Chen Rongchun, the Director of the NCNA Foreign Affairs Department, had been appointed Chinese Senior Representative on the Land Commission. Since then his Deputy, Yang Youyong, has been Acting Head of the Foreign Affairs Department. Yang called on the Political Adviser on 8 November to inform us formally that he had now been confirmed as the new Director of the Foreign Affairs Department. He did not yet know who his Deputy would be but was expecting someone to be sent from the MFA in Peking.

2. Comment. This is a disappointing development. Chen was an agreeable, if not particularly effective head of the foreign Affairs Department. Yang has always been hardline and sometimes gratuitously difficult.
