and Guangdong. According to the same report, the financial reponsibility system had been introduced in respect of Guangdong in 1979 and later in Shanghai and other provinces and municipalities. In 1988 the State Council had decided to change
the financial responsibility system from a fixed sum basis to a sliding scale system. Under the latter, Guangdong initially paid 7% to the Centre but this was increased to 9% by 1992.

by local government departments and by provincial government officials and customs personnel on anti-smuggling work; Tian Jiyun who visited Shenzhen and Zhuhai; Vice-Minister of Railways Sun Yongfu who attended a mobilisation rally at Heyuan for speeding up construction of the Peking-Kowloon Railway; and German Chancellor Helmut Kohl who visited Guangzhou on 19 November (see also B51).

Zou Jiahua and Chen Jinhua were again in Guangdong in early November when they attended ceremonies for the start of construction of ethylene plants at Guangzhou and Maoming.

enterprise groups. It has 50 Boeing aircraft and 51 aircraft of
other types.
It operates over 130 internal routes and 23
international routes, serving a total of more than 60 cities (SD
