ability is estimated to be 6,620 MW. Many new power stations, many of them coal fired and near the coast are under construction or being planned (some outside the province) - those under construction will bring the total provincial generating capacity to 16,000 MW. Others only in the planning stage will increase generating capacity far beyond this limit. The province's electricity transmission network is also being upgraded from 220 KV to 500KV. Much priority work is being concentrated in the region of the Pearl River Delta. For the last ten years, telecommunications facilities have been expanding

at a rate of over 25 per cent per year and appear set to continue their expansion at this rate. Improvements to the telecommunications network have been a clear priority. The development of proper water supply and sewage facilities appears, however, to be lagging other infrastructure development and may continue to be a weakness.
Environment
2.22 Although there is comprehensive legislation for the maintenance of environmental standards, it is clear that little of the legislation is properly enforced. The overall position seems similar to the situation which prevailed in the early 1980s before systematic monitoring and planning for environmental issues. were introduced. Major issues which have emerged relate to the extent of marine and river pollution in the Pearl River Delta, the facilities for and the controls on the disposal of solid waste and the escalating levels of atmospheric pollutants.
People and Employment
2.23 The present pattern of population densities and the recent changes that have occurred to these patterns are illustrated on Figures 2.8 and 2.9. The very high population densities in the Pearl River Delta and the regions around Zhanjiang and Shantou are clear.
