the weaknesses of the Province - these are mainly to do with lack of natural resources, ineffective master planning, corruption, rural industrialisation (and the governance problems that this is likely to generate), inappropriate regulations (many are left-overs from the days of a planned economy new ones, to control the excesses of the free-market, are badly needed) and weak local planning controls;

the consequent main opportunities for further growth; and

1.14 The second of these chapters seeks to indicate the most likely continuing trends. It is a profile setting out the likely future direction of development - as such it draws heavily from the conclusions to the economic and planning appendices and is a precursor to Stage II of the study.

1.15 Not all matters discussed in the appendices are brought out in this summary - any topics omitted are, however, deemed to have little bearing on the scale or direction of development.

1.16 The Appendices contain information as follows:

Appendix A: "Policy Parameters" reviews: the major policy decisions undertaken since the open door policy was introduced and the effect that these have had on economic and spatial growth; any preferential policies applied by Central Government to Guangdong; the sources of funds presently used to provide infrastructure and support development; the

institutional relationships between the Special Economic Zones, the Open Economic Areas, Central, Provincial and Local governments; the relationships between the various levels of government and foreign enterprises; the effectiveness of regulations, development control procedures, environmental protection measures and strategic planning policies; the regulations controlling the transfer of land use rights; and the regulations and their effectiveness relating to labour and labour mobility;

Appendix B: "Socio-economic Analyses" reviews: the current and recent shifts in population and employment; urbanisation and rural industrialisation; income distribution; and the influences on population and employment patterns;

Appendix C: "Economic Audit: Agriculture, Industry and Service Sector Review" examines: growth and structural change in Guangdong; the agriculture, fishery and forestry sector; the service sector; the industrial sector and industrial restructuring - particular reference is made to the Hong Kong - Guangdong growth nexus;

Appendix D: "Infrastructure Review" looks at developments in the road, rail, inland water transport, coastal shipping, air transport, electricity supply, telecommunications, water supply and sewage disposal industries;

Appendix E "Environment" reviews the environmental regulatory system and comments on environmental issues of major

Appendix F "Urban Development Review": makes comparisons of the growth in the Pearl River Delta with other mega-urban regions; reviews urban hierarchies; reviews the development of the housing sector; and looks at urbanisation trends - particular reference is made to the emerging pattern of urbanisation in the Pearl River Delta;

Appendix G "Laws and Regulations" provides translations of laws affecting foreign investors, labour and land markets and environmental protection;
