The planning brief of the consultancy study was
considered by CRC on 25 July 1992 and by LDPC on 31 July 1992. The principal objectives of the study are to:
(a) produce an updated and more geographically
comprehensive plan of Hong Kong's primary
hinterland showing the current broad
disposition of urban and rural land uses and
existing/planned infrastructure, which need
to be considered in the formulation of a

range of
of development scenarios for Hong
Kong;
bring together and update the widely
dispersed and independently produced information to produce a composite picture
of the scale and pace of economic growth and
related urban development in the Pearl River
Delta area. It is difficult to reconcile
some of the currently available data and much of it needs to be aggregated in a way
that provides a better perspective of the
inter-relationship with development in Hong Kong; and
(c) produce a measured view of a range of probable growth scenarios in the Pearl River Delta over the longer term having regard to
both China's national and provincial development policies. That, in turn, will
give pointers as to how Hong Kong's
territorial strategic plans

infrastructure and spatially
activities.
