He said that up to 15 August the net inter-bank lending, minus borrowing, by sectoral banks had been reduced by nearly 52% compared with the end of May. Foreign exchange swap prices had been brought under control as well as cash outlays. Net cash outlays for August this year were Y1,113m less than for August
last year.
More funds had been made available for industry. Up to the end of August payments by banks of circulating funds for industry had increased by 7.28% and payments of commercial circulating funds had increased by 6.66% while payments for agricultural goods had increased by 14.74%. In August bank deposits in urban areas of the province had increased by Y1,935m, Y722m more than in August last year (SD 30 September).

At a conference to discuss the work of local Politicial Consultative Conference Committees, Party Deputy Secretary Zhang Guoying called for efforts to strengthen and improve the leadership of party committees at various levels over Political Consultative Conference Committees. She said that there were nearly 20,000 members of Political Consultative Committees at various levels in the province, of whom over 60% were representatives of democratic parties and non party personages. There were also some representatives from Hong Kong and Macau. She said that it was important to make good use of these "brains trusts" and not simply to regard the Political Consultative Conference as a repository for veteran comrades and representatives of democratic parties and various circles. From now on Party Committees should be assessed on the quality
of their work in overseeing the leadership of Political Conference Consultative Committees and developing their function of "greater democratic supervision" (YCWB 23 Sept).
