hours from 11:00 am to 7:00 pm. At Appendix II are the

results of a Waiting Time Survey undertaken by Transport

Department in March 1993. They show the

congestion problem at each crossing point.

Compared with the months before July 1992,

evening traffic at Man Kam To from 6:00 pm to 8:00 pm has

dropped by about 3% whereas the two extra hours after

8:00 pm now account for about 8% of the day's traffic.

The impact of the extended hours on Sha Tau Kok

has been minimal as there has been little congestion at

this crossing.

Utilization at Lok Ma Chau has been increasing

steadily since July 1992. As a result of the extension

of opening hours implemented on 1 December 1992,

peak-hour waiting time has dropped from half an hour to

15 minutes. About 7% of the daily traffic now takes

advantage of the two additional hours after 8:00 pm.
