THE LARGER HONG KONG OPEN ECONOMIC RING

1. I noticed in the SWB of 25 February a reference to an article in Jingji Cankao Bao of 15 February (copy

attached) suggesting a 'larger Hong Kong Open Economic Ring which, inter alia, would involve Shenzhen and Zhuhai issuing HK dollars. We have seen ideas of this sort raised in various fora from time to time, sometimes induced by the Basic Law's lack of definition of what will constitute the SAR. But this is the first that I have seen from an official, if not from authoritative, Chinese sources. I would be grateful for a full copy of this article if you can lay your hands on it, as well as any comments you or others may have.
