we agree with the way in which you propose to handle Mr Walden's letter, and in particular with your recommendation that his chapter for "The Other Hong Kong Report" need no- circulated to OPD(K) members. You might point out wher forward it to the Cabinet office that Mr Walden has beel fiercely disaffected critic of HKG and HMG ever since his departure from Government in 1981. He is not taken seri here; nor as you say, has "The Other Hong Kong Report" MANA much of an impact in recent years.

we understand that the 1993 edition is due to isque at the end of November. Depending on developments in the electoral talks, it is indeed conceivable that it will attract more attention than usual this time.
