The Governor said that subject to the clarifications made and sought at the meeting he was content for planning to proceed as set out in the PA's paper. The PA made the point that now that the broad direction had been agreed there would be a need for a series of meetings at the working level as 1995 approached to sort out the practical and personal issues involved.
