Action Taken
The meeting felt that the four posts set out in Annex A of the paper might not be sufficient to cope with the wide range of issues with which the Political Adviser's Office would have to deal. It was agreed that a fifth post should be added, primarily to deal with security issues. The CS said he would like to see the list of names of those who would be filling all five posts. The Governor said he would also like to see this.

The Governor commented that as we approached 1997 there would be a great deal of work to be done in drawing British sovereignty to a smooth and tidy end - not only in copying and sending back files and papers (which was already being done) but in making all the physical arrangements for withdrawal. PA agreed that the PA's Office would have an important liaison function in this process but, because of the volume and detail of the work involved, the meeting concluded that the main responsibility would lie within the HKG proper, probably coordinated by an additional post (filled by an expatriate) in the D of Adm's Office.

The Governor noted that there was no legal adviser to be attached to the PA's Office. He thought that this would be an important addition. The most obvious candidate for this was the Law Officer
(International Law) post.
