1. Mr Goodlad will have seen the controversy in the media about contributors to Conservative Party funds and the allegations in this week's 'Observer' newspaper that Mr Li Ka-Shing acts as an agent for Chinese weapon exports. I have been in contact with Lord Derwent of Hutchison Whampoa (Europe). He has provided briefing to Conservative Research Department denying the allegations and wished the Minister to be aware of the facts and that, if the 'Observer' does not retract, writs for libel will be issued.
