Short Term Objectives 1993/94
Objective
1. To produce papers of operational relevance, and of high quality.
2. To perform certain "Chancery in exile" functions for North Korea and Taiwan, and to prepare to do so for Mongolia (if required).
3. To bring important events to the notice of FED and HKD and to comment on their significance
4. To build up expertise on human rights work for China (and other countries)
5. To improve coverage of Japan from present skeleton operation. To allocate resources according to needs of customer departments.
6. To determine priorities for Personality Index work, with more effort on Hong Kong, while keeping other work up to date.
Means
Identify with HKD and FED fields to be covered and subjects of papers via the Working Practice Agreements, and continuing informal contact.
Regular political reporting by monthly RAD reports and drafting Annual Reviews in consultation with FED.
Concise, timely, minuting
Close liaison with FED and HRPU, appropriate training for desk officers. Deepen contacts with NGOs. Extend databases.
Recruitment and training of temporary desk officer. Reallocation of resources when
necessary.
Completion of internal review. Keeping index fully staffed, and operators fully trained.
Output Measurement
Satisfaction of client departments.
Timely production of papers, supply of information arranged on Mongolia
Improved contacts. Courses taken. Briefing produced.
Officer recruited and trained. satisfaction.

Smooth operation of index more information added.
