Under the Sino-British Joint Declaration (JD) HK will be restored to China from 1 Jul 97. The British and PRC Governments hold regular t Liaison Sp meetings to consult on implementation of the JD and to ensure a smooth transition. Basic Law for HK post 97 promulgated in Apr 90. JLG meetings briefly suspended after the events of Jun 90. PK's visit to China in Sep 91 designed to speed up matters but has not had much impact. Key areas of impasse are defence lands, ASAS (and funding of the new airport). British Nationality package has had a positive effect. Emigration generally levelling off and applications for emigration to the US Canada and Australia are dropping. The economy grew by 3.9% in 91 and is forecast to grow by 6% this year, and by 5.3% in 1993. This is partly due to a surge in industrial output in Guangdong (S_China) where HK has substantial commercial and industrial interests. Inflation remains stubbornly high but has kept to a downward trend since Apr 91. HKG has embarked on a series of infrastructure projects, notably those associated with the new airport, to satisfy requirements into the next century. Key changes to the Legislative Council for the last elections in 95 under British Administration will be announced in Oct and could be controversial. The lan is for this Council to run its full term through 97 to 99.

MODUK DEFENCE POLICY (Factors, Aims and Plans) (ACDS(0) POC: FEW 2, Lt Col DJA STONE, Tel: 071 218 2485)

1. The HK Garrison is the largest British Garrison outside NATO: 3 bns + RN/RAF and logistic support.

2. The Garrison must withdraw by 1 Jul 97. The plan (CDS 32/91) currently being reviewed envisages a phased withdrawal linked to expansion of police force, which will' assume some tasks of Garrison.

3. The Garrison's role is to demonstrate UK sovereignty over Hong Kong and to provide Internal Security (IS) and anti-illegal immigrant (II) support for the HKG if and as required in support of the RHKP. The Garrison will act in support of the civil power as required.

4. Garrison bns must maintain the capability for both limited war and IS ops as established units of the British Army.

5. BFHK mount 9-10 coy-sized trg exes annually in Far East/ Australasian countries with the emphasis on A11 Arms trg. But exes in Australia are being reduced for resource reasons.

6. HOBF administers the Brune1 Garrison, base for Hong Kong's in- theatre acclimatised Gurkha reserve bn, until 1 Apr 96, whên HQ UKLF assumes full command.

7. The Garrison provides one of the pits in the Commonwealth Liaison Mission (CLM) Honour Guard Company, South Korea. This commitment reduces to one section from Apr 92.

EXERCISES

BFHK mount training exes in Australia, Brunei, Hawaii, Malaysia, New Zealand and Thailand. Previously these have been conducted at coy/det level. A on level ex, Ex WILD HUNT was held in SABAH, East Malaysia in Mar/Apr 90. Problem with funding FY 91/92.
