Sir Percy Cradock does not consider that the draft will present us with any difficulties, although he recognises that the material about Hong Kong may be sensitive. I should be grateful for your views. Unsurprisingly it is comprehensive and detailed, particularly on the Hong Kong negotiations. His views

His on Mr Patten's initiatives are scarcely disguised. criticisms of China and Chinese policy are forthright but expressed more in sorrow than anger. Unless you consider that actual damage could be done by its publication I would propose to recommend a nihil obstat.
