Sir Charles Powell told me ob 26 Jahuse Simon Keswick had heard from a contact in Hong Kong that Ambassador Ma was soon to leave and was to be replaced by a named individual (unfortunately he had forgotten the name). Sir C Powell said that this was news to him. I confirmed that it was news to me too. Ma had only been here since May 1991, not even two years. It would therefore be odd were he to be moved so soon. He could hardly be said to have let down the Chinese side. He was a consistant purveyor of the Chinese Party line. He was currently engaged on a wide campaign of persuasion of British industrialists about the iniquities of Mr Patten's ideas. Sir C Powell agreed with all of this. We undertook to keep each other informed if either of us heard of any corroboration.
