DEPÅ DENT TERRITORIES BOARD OF MANAGEMENT:

PAPER PAPER ON THE ENVIRONMENT

Other environment conventions

There are a variety of other conventions on a wide range of environmental issues some of which have been ratified on behalf of the Dependent territories and others where they are still being consulted. These include:

The Vienna Convention for the Protection of the Ozone Layer (1985) and the Montreal Protocol on Substances that Deplete the Ozone Layer

(1987) which controls the production and consumption of ozone depleting substances. Ratified on behalf of UK and the Dependent Territories, Jersey, Guernsey, the Isle of Man and the Cyprus Sovereign Bases. The Amendment to the Protocol (1990) has yet to be ratified on behalf of the Dependent Territories as not all yet have local enabling legislation in place.

Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques which prohibits the military or other hostile use of such techniques in order to consolidate world peace and trust among nations. The Convention entered into force for the UK on 5 October 1978. It has not been ratified on behalf of Dependent Territories.

The Convention on Environmental Impact Assessment in a Transboundary Context (Espoo) which requires Parties to consult, or be consulted by, neighbouring countries in the assessment of certain new projects which could have a significant adverse environmental impact going beyond national boundaries. The UK signed the Convention on 25 February 1991 but has yet to ratify. Certain Caribbean Dependent Territories will be asked whether they wish to be included in UK's ratification. Gibraltar have already indicated that they wish to be included.

The Convention on Long-Range Transboundary Air Pollution (1979) which endeavours to limit and, as far as possible, gradually reduce and prevent air pollution, including long-range transboundary air pollution. The Convention entered into force for the UK, Jersey, the Isle of Man, Gibraltar and the Sovereign Base Areas of Akrotiri and Dhekelia in the Island of Cyprus on 16 March 1983.

Protocol to the 1979 Convention on Long-Range Transboundary Air Pollution on Long-term financing of the Co-operative Programme for Monitoring and Evaluation of the Long-range Transmission of Air Pollutants in Europe (EMEP) which aims to provide for long-term funding after 1984 for the implementation of the co-operative Programme for the Monitoring and Evaluation of the Long-range Transmission of Air Pollutants in Europe. The Convention entered into force for the UK on 28 January 1988. The Convention has not been ratified on behalf of Dependent Territories.

Protocol to the 1979 Convention on Long-Range Transboundary Air Pollution on the Reduction of Sulphur Emissions or Their Transboundary Fluxes by at least 30 per cent which requires Parties to reduce their national annual sulphur emissions, or their transboundary fluxes, to at least 30 percent below 1980 levels by 1993. The UK has not signed

the Protocol.
