I have been asked by the relevant policy Branch, in this case the Financial Services Branch, to seek your assistance to obtain a list of territories which are at present not recognised as "States" by the UK Government

for the purpose of the captioned legislation for backgional use only

The draft ExCo paper mentions North Korea (para 5). My understanding is that the UK recognises North Korea but

Is that right? does not have any diplomatic relations.
