This list also excludes Taiwan, the South African Bantustans and the dependent/constitutionally incorporated territories of the United Kingdom, France, Portugal, Australia, New Zealand and the United States. The Cook Islands and Niue have a special relationship with New Zealand which might entitle them to be on this list but more work needs to be done on this point.
