CONFIDENTIAL

Mr Patten cannot deny that he has been trying to internationalise the HK question. His description of HK as an "international asset" is evidence of his attempt to turn HK into an international political centre and it is tantamount to inviting foreign countries to share HK.

The Chinese Government will not allow any foreign power to interfere in HK affairs. To bring in foreign political forces will only damage HK's stability and prosperity. HK is an international financial, business and shipping centre, but being an international city is one thing and internationalising the territoy is another

thing.

One should not confuse HK's role of being a financial centre with that of a political centre. Mr Patten's attempt to use foreign investment in HK as an excuse to detach the HK administration from China's sovereignty is a violation of common sense and contravenes the JD.

Lady Thatcher is confusing the role of HK as an international business and financial centre with that of a political centre.

Lady Thatcher, in deliberately twisting the facts to support the internationalisation of the HK issue, is hurting her own image as a politician.

The political internationalisation of HK will bring disaster to its people.
